Tourist Visa to Family Visit Visa

Please let me know if we can convert Family visit visa for a person who is currently on tourist visa without exiting the country.

No it is not possible. the person has to exit the country first. even though you can apply it but the application will be deferred. Once the applicant exit the country automatically it will be approved.
