Can anybody advice me on the purpose for submitting an NOC to the traffic department for obtaining a drivers license???

There is no real purpose .. It is just a means of confirming that your employer is aware of what you are up to and as WT says, exerting control...
Some companies are wary that you might buy a car and then use it as a side business
NOC for Legal purpose only, just paper works..
WT, There is nothing like that, take it easy , like at home a man asks his lady before he steps out .......... asking from a responsible person is natural and is good for us in the long run ...........

Is there any sort of legal or financial liability binding on the sponsor due to this noc in case of any accident or unfortunate incident???

Ratish, As our sponsors are responsible for our safety & security so we must ask his permission for any function we do here ....... hence our sponsors nod is necessary ............
