Dear All I need your Valuable suggestion

I am working in Qatar Since 2012 September .in November 2015 I changed my job and sponsor ship was transferred to new Employer. Due to some reason present employer is giving me release (NOC/Transfer/Secondment). I got new offer with a company but their HR is telling that we can not take you on secondment as you have not completed one year with present .Employer. Is it correct as I was told by some persons that secondment can be done in six months also . please advise
