Profession Change

Today I tried submitting my application at Labor dept. C Ring road for changing my Profession from Technician to Civil Engineer. The lady at the counter did not accept my application stating that I should first clear pass the MMUP Exam(Registration of Engineers Exam in Qatar). Once I pass the exam then they will change the profession. Passing MMUP exam was not mentioned in the checklist requirements to change profession.

Did any one face this before?? Has the rule changed ??

Can I change my profession from Technician to Project Manager?? What degree do I need to present? My understanding is any Engineering Degree holder can also work as Project Manager.
