Company didn't pay salary & didn't change visa/RP

Hello Everyone!

Can you help to my friend Shan (Name Changed)?

He came to Qatar on September 2015. In December 2015, he got a job (Assistant to a Arabic Guy) and gave his NOC to change to new sponsor. That time he had only 15 balance days to expire his VISA.

From that day he work with him and the end of the first month, he didn't get his salary. Also his VISA status also still pending. Now it almost 55 days and he still not get his salary. He is getting to cheat everyday.

Now he likes to change to another job.

If his boss return his passport and NOC, can he change to another one?

In case,

If his boss return him only his passport, what action he can take against him?

If his company apply for new VISA, what he can do? Can he get his NOC? Or he must want new NOC from new sponsor?

His old sponsor told him to change his VISA. But, his new sponsor doesn't do anything. 

He can't go to police bcz, his visa expired. He is getting poor now.

Please Advice regarding this...??

I am always saying, if you are on visit or business visa and get employed, must see to it that your new Sponsor will process your RP on time before the Visa expire date. Keep following it up and get the photocopy of RP renewed one for sure, some sponsor they are not fulfilling their promise, Bukra, Baden, inshallah always they are saying, Now he did not get his Salary, how he survived in past 55 days. The only way, himself will surrender to police and wait for deportation and the original sponsor will pay the penalty charges plus your ticket going back to your country.
