Labour Card

My sister (under our father's sponsorship) is currently working with a company for the last 3 months and they have made her a labour card when she started with them. However, she has now got a better job in a bigger firm, but her current company is making a fuss over her resignation and have not yet accepted it. I need to know if there is anyways her current company can create problems if she decides not to go in to work after her notice period. Does she need any permission/NOC from her current employer.
To my knowledge, they cannot create any problems for her if she decides to quit the company. She is not under their sponsorship. NOC becomes a requirement when one is under the sponsorship of a company.
