Evaluation for nurses

Hi everyone.

Im a nurse here in philippines. i had already my prometric exam and data flow. My employer said to me that i need to apply first evaluation, but SCH sent back my application for evaluation cause i didnt upload my OTR. Then I already upload my OTR and resubmitted my application, the status is under process with SCH. My question is can i still change my employer even if my evaluation is under process? Or if ever my evaluation was approved, can i still change employer? because there is other agency/employer who has a good offer to me. Please, need help and advice. Thank you...
