Social Responsibilities to make the environment safe!

Yesterday in the evening i was in Alwakra near to Ezdan-6 , the was a rough driver jjust came out from exdan-6 compund and about to smash my car and left the road with very high speed / scraches and showing some bad attitude. During this momement children were movinmg around and familes were waliking around. This kind of attitude was very damgerious and potential hazard. i visited to Exdan-6 security , i found that person is often visiting to Ezdan -6 to avail some private fitness club facilties. An the security is not responsible to the people they are coming to this club. how intresting and amazing it was? . Then i visited to the club , where i was amazaed to see the people were just coming and availing the facility giving money and thats it. There was no record / or proper procedure to take some security measures observed. As per the notes of security , they dont have any instructions to ask about anything coming to this club. For me if anything happenss inside the compund by the vehicles of these people or because of attitude , there is no record and no control to find the evidence. I discussed the matter with security manager , he simply told our exdan management has instructed me , there is no need to interfere in fitness cub issues. I had an open question , are they not having any responsibility to make the environment safe???????
Welcome to Qatar, Ezdan is one of worst places for Expats to be living in. Many of new expats thinks wow, when they see various facilities being offered, after first year of contract most move out or sometimes, people don't even finish their contract. Why would you want to live there, where people don't care. Also, these aggressive drivers behave differently once they exit Ezdan and enter into Doha city, they start driving normal or semi-normal. See the difference here my friend, its the environment that drives it!
If he "exited" the compound, then surely this is not under the responsibilyty of the compound
