I arrived in Qatar with work visa last August 2014. Recently our HR informed me that I will be assigned in Dubai. If I will decline my transfer to Dubai, Will can I work with other company or I still need NOC from my company.

If they cancel your visa you will be ban for 2 years in Qatar,

Better tell them that you dont want to transfer to dubai, else ask for NOC...

@Whistler, I already have qid. But our hr say's they assign me permanently in Dubai and they will cancel my visa here in Qatar. If my visa cancelled can I go back in Qatar and work with other company?

If you dont have QID yet, then you can exit and go back to qatar with new visa. please correct me if I am wrong.

They'd have to give you NOC because your work visa is under their sponsorship.
