New Law: Real estate middlemen to be deported

Non-Qataris caught acting as middlemen in real estate transactions or property rental business without valid licence are to be deported immediately once a law regulating real estate brokerage activities comes into force.

The aim of the draft is to completely remove illegal middlemen from the real estate business, whether purchase or sale or rental activities.

"The idea of introducing a new law and replacing the old one is to protect the rights of all parties concerned: The buyer, seller, tenant and the landlord," said a real estate expert.

However, the draft is still at a very early stage.

The Real Estate Registration Department of the justice ministry which records and clears all real estate purchase and sale deals held the symposium to seek the views of a cross-section of people on the draft, including real estate brokerage firms.

The firms have long been crying hoarse, complaining of large-scale intrusion by illegal middlemen into their domain. Most of these illegal operators are expatriates, market men claim.

The draft would, though, allow participation of non-Qataris in real estate brokerage companies to the extent of 49 percent of their capital.

A highlight is that once the law is implemented, as a follow-up, brokerage firms could be allowed to represent owners in real estate transactions.

Brokerage firm owners would, though, be permitted to officially delegate their expatriate employees to act as middlemen in real estate transactions or rental business.

Needless to say that no firm or individual could act as real estate broker in a transaction or property rent deal without a valid license and without a full-fledged office.

Al Oruqui said that this would help clamp down on illegal middlemen who are currently operating in large numbers from their cars as their office.

The draft would also cover property management business as well as real estate evaluation and the profession of official evaluators. [Reported by The Peninsula]

Not a bad news..but guys no middle man here was forcing any of the tenant to take those rooms and portions..its upto them wheather they need or not...anyway its a great chance for real estate company...on other hand i strongly requesting to all middle man...jus to take this in series and gave interview to some company and try to achieve a legal job if you want to survive in qatar

This means the middlemen can stay as long as 51% of their company is Qatari.

Probably this means that their charges will now go up because they have to rent an office and pay their sponsor a portion of their fee.

Airmann, its true that they just want illegals out. But other side can you see the conditions of Villa's they are com-parted into a Village in each villa if u go you will find 15-20 families or 60-80 bachelors living in it. Cause some of the middleman's plays a major role in it. Even the land lord is hardly bother about the Villa once he rent it out. Till date i haven't seen any landlords making partitions and renting the home.

You guys obviously haven't understood the article. There will still be all the main real estate agencies asking for one months commission. The only difference is that right now there are lots of guys doing this illegally. The real estate agencies are middlemen themselves, just legal ones. They want the illegal ones out of the way so that they can have more business.

This is a good news for Real Estate Companies and customers.

I hope that Qatar Government will regulate the sales commission Maximum up to 1% and the lease commissions which is maximum up to 15 days, No Real Estate companies should be allowed to charge the customers or the landlord more than this.

Also if the Government start issuing license not only for companies but also for the individuals working within the Real Estate company would be highly recommended.

Every Real Estate Agent will have their license and it will be easy to report any unethical promotions or charges.

At the same time if the tenants and landlords sign a finder fee agreement before they proceed for a business deal with the Real Estate Agents would be highly recommended, this could prevent the rights of the Agents and the Agencies.
