need visa formailities for bringing adopted child from india

Just to share before seeking help.
Our family has been gone thru tragedy where my elder brothers wife passed away during delivery. My brother was on a visit visa looking for job after this incident, when he was in india he got a job offer letter. Now he needs to join the company. He has two sons 1.6 yrs and the new born.
After considering the situation i have planned to adopt his one child (new born) as my bro is not planning to marry again.
I want to know the formalities to bring the adopted son in Qatar. All the docs required from the current sponsor can be ontained i am here from last 7 yrs and already have my family here in qatar for 6yrs now.
Another complication is that my direct elder bro whose wife passed away was adopted by aunty an does not share the same mother and fathers name.
Hence i need to know if some one can help me out or provide me with a source to get this job done.
