No! He has to wait till 1 year for change of sponsorship. There is a term called Arrah, under which he can get the sign in Arrah document from his current sponsor and he can work in the new company if its less than 1 yr. I dont know whether there are new changes now...

i think, if NOC is there...you can proceed further. check with ur new sponsor HR...they can guide u in a right direction.
