tourist or visit visa for pakistani

I have a friend with pakistani passport who wants to come in qatar on visit or tourist visa. I contacted some hotels to get tourist visa but they said they are unable to get tourist visa for pakistani passport holders.

What are other ways by which he can come here on visotor or tourist visa

Apply through qatar airways ..or if you are a resident here...you may apply a visa for him.
