I need help from friends on immigration matters concerning my job

I was working with a construction company and along the line i went for an interview with one of the ministries here in doha as a network technician, on january 16th i signed the contract and was given an offer, i brought all the documents requested and did the medicals and all that, by the end of jan i resigned from my other place of work so as to follow up on the documentations, to my shock i was told my transfer was not approved from immigration, please i need advice from friends who re experienced in immigration matters ,
