Hello!

One of our engineers has been terminated and he was instructed by the HR department that once he finds a new company, he will provide offer letter and company registration.

Is it necessary to provide an offer letter to them and what is the basis?

YES ... its true.... he need offer letter from the new company + company registration + company computer card. Once these documents are ready.. Your friend need to hand over to his current sponsor in order to prepare the NOC..
