UK national to Umra from Qatar and back

Hi, my sister is here on 1 month visit from UK, she is a UK passport holder and she got visa on arrival.

I want to take her for Umra with me. My questions are

1) her initial visit visa is for 1 month, so rather than visa extension and medical check can we go for Umra at the end of this 1st month and then she will return from umra after 1 week and get a new visa on arrival (UK passport). Is it possible to get new visa on arrival after 1 week? or should i get visa extension and return visa beforehand?

2) Do they issue visa on arrival at borders? or only at airports?

Please help as there is no much information available on govt websites.
