Selling my car to a Saudi - is it legal?

I am based in Qatar and am selling my car. A Saudi national has offered me the right price and intends to travel to Qatar to pay for the car/pick it up overnight.
But, i am a little worried about the legalities of selling my car to him. For example, can I actually register the car to him if he doesn't have a qatar ID? If not, then I will be liable if he crashes / gets fines on the way to the border, and will he face difficulties at the border if the car isn't registered to him?
would be really grateful for advice ASAP, please!

If I remember right while transferring my car from UAE to Qatar, some 5 yrs back, I had to take out the transit insurance for a short period at a small amount (some Dh.100/-, not sure though) before the car can be released for export and can get the export plates. Not sure what it is like now or if it is any different otherwise here. In any case, if the amount is small it can either be absorbed by you or the buyer can reimburse it to you. However, logically seems the buyer needs to take out a transit insurance either separately or may be the one taken out by you can be transferred in his name. I would suggest to visit the traffic deptt. to get the first hand info to avoid any inconvenience at the last moment. Cheers!
OK - I thought that the transfer could only take place if he produced an insurance certificate (but sounds like Im wrong)
If you are the seller, then why worry about the other person's insurance. Once the car is transferred , it is his responsibility.

May I ask one further question. To get the export plates, do you know if the Saudi buyer needs to arrange 'export insurance' with an insurance company beforehand (or would this insurance come with the export plates, or would it be ok if he just arranges for normal motor insurance beforehand?)

Why not keep good things to our own people ?
Its ok, you can sell it for non holding QID, and it will takes 15 Min only in old Khalifa traffic as he will print the papers in any service shop around then plate numbers will be changed there to Orange color for export but the owner for the car should be available and don't forget to keep copy of export papers it helps to get back your car insurance if it is Full insurance.
