1996 series 100 dollar note

Dear friends,

one of my friend is on visit here in Qatar, and he has one 100 dollar note, which is from 1996 series, when he went to money exchange they said its old note, go to the bank, he went to one bank but they are also not replacing that note for him. what should he do,???

i think there is new note of 100 and the old one is obsolete. so how to utilize the old note.

kindly advise if u have experienced.
