is it legal that Travel Agency wants to keep my Original Passport when im under visi visa?

I would like to know if it is legal that the Travel Agency who sponsored my Visit Visa here in Qatar has the right to keep my original passport? My concern is that they wanted to keep my original passport during my entire stay here in Qatar and will only release it before my visa expire or the last day of my visa. I arrived last June 26, 2012 and is scheduled to go back to UAE on the 26th of July (one month). According to them, this is to ensure that I will not overstay in Qatar and if ever I will overstay, I will have to pay them 500 Riyals per day. I would really appreciate any feedback you may have asap

If anyone other than a Ministry of Interior's immigration department official want to keep your passport, complain to the police (on 999).

IT IS ILLEGAL to keep anyone's passport beyound a reasonable time-frame (maybe needed for processing papers) though many people prefer surrendering their passports than getting involved with the police.
