Salary to Expect for my Qualification experience

I am an IT professional with 11 yrs exp. I have good knowledge in T24 a Top Core Banking Product in the world.
I am offered a salary for 16000 QAR ( Basic + HRA + Travel) per month for a Senior Consultant job in Qatar Islamic Bank (QIB) by a consultancy firm who recruits for this Bank. I am an M.C.A graduate as well with 75 % from India.
I was expecting somewhere around 28K / month and this seemed far too less. I thing I can go as far as 25K but not below that. Am I asking too much ? Is the consultancy offering too less ? Expecting your comments. I am married and plan to move to Qatar. I have a kid who is 1 yrs old as well..

if the 16k is just for your basic salary then its good. but your 16k includes everything... housing is roughly 4k minimum for a family.. and what about your car/transpo? negotiate for more benefits, exclude the housing and other benefits to your basic.
You should get around 35K - 40K QAR if accommodation and transportation is not provided by the consultancy firm. If provided agree for 25K- 30K QAR.
dont go for qatar there is no entertainment and lot of expensive no good to move
