According to Gulf Times..

During the month of Ramadan, government offices will work for five hours and the private sector establishments for six hours as per a circular issued by HE the Deputy Prime Minister and Minister of State for Cabinet Affairs, Ahmed bin Abdullah al-Mahmood, and published in the local Arabic press.
In a related development, the Ministry of Labour has announced that its officers will check on all private sector establishments regularly to ensure compliance to the reduced hours of working during the holy month.

My company used to follow the changed timing across the board, non-Muslims don't take lunch breaks throughout too, everybody in one mind during the Holy Month. We went home earlier and in time for Iftar.

The courts will be full of regulation infringements if the Ministry of Labor does check on all private sector establishments regularly.
