It will be possible to use in your country provided you activate it for outside transaction with Doha bank and also the merchant/shops in your country is accepting it. Your 2nd query, yes you can use it with any other purchases in Qatar, however, points accumulation is somewhat reduced compared to using it directly with Lulu supermarket.
