Change of new born baby name in birth certificate.

I have received my new born baby birth certificate from HMC.Then very next day i went back to them and asked to change my baby's initial name.They told me to contact SCH.I contacted SCH counter no.6. They gave me a form to fill up in arabic and get a no objection letter from Indian Embassy[I notified them that i havent proceeded with passport formalities yet,still they wanted the letter].I went back to counter no6 after getting a letter from Indian embassy.They collected the papers there and advised me to come there after a week,no acknowledgement paper was given.when i went there after a week,I was asked to come back after one more week.Well,when I went there as per the instructions,they asked me to go to CID.In CID also I am advised to come after a week ,Twice this happened there.Can any one tell me How to proceed further?Its been more than a month I am behind this paper work.I dont know when i can proceed with my babies passport formalities.Please advise.thank you.
