Outgoing Calls Barred in Samsung Phone

Hi, I am currently out of Qatar and trying to call Qatar mobile numbers but when I dial the numbers a message "outgoing calls barred" appears. Does anyone knows how to unbarred outgoing calls? My phone is Samsung. Thanks..

Nothing to do with the brand of the phone, either Qtel or the overseas carrier put the restriction.
