i and my wife are working in agood company we have not obtained marriage certificate from india, can indian embassy issue a certificate to be submitted for resident permit of our child based on the passport, my wife name is added in my passport as spouse. any suggestion.please help

If you don't have Marriage Certificate your wife will not be under your Sponsorship and you will not be able to get RP of your child. As per my info wife should be under husband's Sponsorship to get RP for the new baby.
