Is it true that there are some people who change (decrease) the kilometers or mileage of cars so it would look that it wasn't used too much?

You can always ask for service history or call up the Agency to know when was the last service carried out.

That is not "Adjusting"; it's called "TAMPERING"! And if you're doing it with the intent of selling the car, that amounts to a crime!
