Where to get front side car windows tinted?

I want to have my front side windows tinted slightly (20 or 30%) but no body wants to do it coz they say it is illegal.
I see lots of cars with front side windows tinted, so who will do it for me?
Please can someone recommend it as I do not think it is illegal.

As per Traffic rules only 10% is allowed in the Front and the back windshield and Driver seat and front passenger seat, at the back it is allowed up to 20% provided you have permission from the Traffic department.

yes i have permission and have had the rear doors and glass behind the doors tinted, but they would not tint my front windows, even 15%
