Can I be blacklisted from Qatar in this case?

For collecting my baby's birth certificate, I was called to CID office (search & follow up department). There I had to fill one form after receiving the birth certificate which mentioned that since my wife's sponsorship is not on my name yet (its still on her father's name who is also a qatar resident) so if I don't transfer her sponsorship to my name then I can be blacklisted from Qatar. Although this form didn't mention any time limit but I was told verbally that I have 2 months time for that with deadline of 12th Feb 2012 which has already passed. I started trying since very first day but due to lengthy process first in my embassy and then in immigration I could not meet the deadline. I was able to submit the required documents in immigration just last week and in a couple of days I will come to know the status. Can I be blacklisted because I got late and couldn't meet the deadline? Anyone knows about such case?
