I have a question is that , Is there any scope a Network Engineer in Qatar with no experience or how would a fresh IT/Network Engineer starts his career in Qatar.

Scope for an experienced network engineer is limited, forget about a fresh pass out. You will be wasting your valuable time if you plan to start your career in Qatar as an IT/Network Engineer until you are extremely lucky.
Don't want to discourage you, however I know to start a career as any IT related engineer in India, you have to be really good. Qatar has always given a way out for all such Engineers who were not good enough to earn their living in India, unfortunately in the field of IT even Qatar can't be of much help.
