We are moving with our 2 very young children to Doha shortly and we would like suggestions as where best to locate ourselves. We are looking for a modern development. Budget is not an issue.

if you move here, stay in a hotel then quickly move to dubai, saudi, kuwait or bahrain, you wont like it here, is you do, then you are use to saddness dullness
Y Village is the best place for you..the area is great, a Olympic size of pool and facilities are all well. Its close to Villagio..that's my suggestion..

Moving out to Doha in a few weeks, what impact does drinking have on the location out of interest? I guess the hotels are all in one area?

Had a look , thanks for this
I recommend a compound if you have kids. Tons of other children to play with and good amenities.
The Alfardan compounds are great.

Do you drink?
so you are free to reside wherever you want.
If the budget, as well is not an issue, so you can go to JoPo's suggestion, but I doubt you will find something that CHEAP!!!!
However, I cannot see why the lagoon is that overestimated.
I'd say AlFerdan or Beverly Hills AlRayan complexes are the best choice Doha.
In case the children will be enrolled in school, forget about. Just take the closest compound to the school.
The best area for expat to live is Al Waab Area, close to Villaggio mall and Aspire Area.
Good luck
If no budget issue, go for lagoon villa in West Bay. 25k a month.
