How to get police clearance

Im Joyce from Philippines. I worked in qatar for 1yr (2008-2009) I applied for US visa and they asked me to submit Police Clearance Certificate from Qatar ministry. Then i asked for help from an a friend living in qatar for long time. He told me that Police will not issue clearance if you are not a resident. Is it possible for me to get a certificate from the Ministry saying that they will not issue certificate for me because im not in the country. Any response is highly appreciated.
