Question to Indians regarding the visa

Hello

I have a question regarding the visa to enter Qatar, is it true the Indian government is not allowing Indians to enter Qatar unless there is two weeks passed from work visa approval in Qatar? There is no chance to come to Qatar after the visa Approval immediately ? is two weeks is a must?
