by car isthimara ending by 10.11.11, due to eid holidays 1) i can renewe now itself,

2)insurance also to be renewed before isthimara renewal? it is mandatory?

Absolutely yes. You have to renew your insurance before going to estemara renewal. The date of your insurance and estemara should at least same month of issuance and the same month of expiry. And don't forget to send your car to vehicle inspection test, make it sure that your car should pass the vehicle inspection before anything else.
