Transfer of Electricity and Water connections

Is it possible for an expat to have two electricity and water connections in his name?
The situation is that I would like to help a close friend of mine who is leaving Qatar for a short period and will be returning after few months. He does not want to leave the current flat as it is an affordable and convenient one and would like to continue in the same one once he returns. My current housing contract is in my name and so is the electricity and water connection.
Would it be possible for me to take on one more (i.e his) housing contract and electricity/water connection in my name or is that legally not allowed. If it is possible, it would be a great help for my friend.
Would someone be able to throw some light on this query?

Yes it is possible, you can change the house agreement on your name and apply for Elect+Water Connection on your name
