first I would like to say thank you for every body wrote some wards here the woman I wishe marry her father left her mother when she was childe and she donot know where is he now even if she know he left her mother and sisters from long time what I must do it is really very strange rules to have letter from her father we are in 2011 and past 20 cintury

As far as I know, along with your residence Permit, the presence of one of the girl's parent is must.

Muslim Marriages
Muslim Marriages are performed at the Sharia Court, which is located on Al Rayyan Road near Mannai Ra in the Musheirib area. You must provide two witnesses for the marriage. Please note that the Sharia Court will only marry two muslims. Even though marriages between Muslim men and Christian women are performed by Sharia courts in other Muslim countries, they are not performed in Qatar.
is Qatari Muslim then its almost next to impossible..Other than that you can approach the Shariah Court on Rayyan Road for your Nikah. Both of you should be resident. Also take along two witnesses.
