This option should still be in the Format GUI window, but it is not. However, as the other answers suggest, FAT32 is still an option from the command line. Full instructions:
Hit the Windows/Start Button -> type cmd.exe in the search box -> press Ctrl+Shift+Enter to get an Administrator Command Line. If prompted, press Yes or enter administrative credentials in the UAC pop-up box.
At the command line prompt, enter
format : /FS:FAT32
For a list of all command options, enter,,
or put ur windows cd into ur cd or dvd drive,restart ur system ,when it starts keep pressing F8 from ur laptop ,then there will be options for reinstalling in ur windows or formaating ur laptop ,
for making ur laptop fresh as new,
i suggest u goto option for instaaling the windows again and with full format it will fully format ur hard drive as well as install resh windows ,which will work green as graass
