You have to report them to the police! and file report for damage to your car, as mentioned the police will take care of it - My brother had a similar situation recently, he reported to police, they handled it although the person had driven off and insurance covered it
As you have already been told, get to the police station before he does to report that you hit him!!
Immediately go to traffic police and complain about the car. They will do the rest of the things.
