If you are from India then PAN CARD is very important/compulsary for you, it is required in many places in india including land registery, new car, passport renewal etc etc.

Although being an NRI your income in Qatar is Tax free but it is tax free in India only if you transfer your money into an NRE bank a/c, if you are transfering your money to any savings/current bank a/c then all the money transfered to the bank a/c is taxable.

Other main point is government time to time provide many benifits to NRI's for same PAN Card is must.

Also if you have PAN Card & Transfering money to NRE Bank A/c & have source of income in india also then you get rebate, as a result in cases you dont need to pay tax instead tax department give you refund as you braught foreign currency to India.

For more details please talk to a CA in your town/city.

It is better to apply for PAN card even if you are an NRI

PAN card is required for registering property and many other govt transactions.

Just because you have a PAN Card doesnot mean you have to file tax. there is seperate form to waive that.

You have worry only if you have taxable income from India, in which case you have to file tax anyways.
