Yes u can get visa on arrival as long his UAE residence is valid for six month and passport is valid for six month while entering and getting out from qatar.
as per new rules.. may be ur bro can get,.. but i doubt his family ...!!!
Yes he can. provided his UAE visa should valid for a minimum of 6 months. Accountant is one of the profession out of 188 they recently granted.
Recently Qatar Immigration announced 188 professions who can get the on arrival visa at Doha Airport. so the profession of Accountant also includes in this list. you can google it for more information

Visa on arrival is only for managerial level positions, doctors, engineers, higher categories.
However, let him check with the Qatar Embassay in UAE, just to be sure.
i ahve some vendors vsiiting from dubai and they told me that there are some visa on ariival chnages at qatar airport
i dont think so he will get visa on arrival, even people with some manager deisgnation have been send back from doha airport. Thats what i heard you can get it confirmed
