Black rubber cables across the Abu Hamour road

There were a couple of black rubber cables lying across the roads just like road humps when I passed by this afternoon. Unfortunately, when I passed over a line cable, something flashed on the lamp post but I never saw any visible camera beside the road. Do you happen to know the purpose about those black rubber cables across the roads in Abu Hamour? Are these for hidden camera sensors?
Wheww!!! Thanks for the info Guys... These hi-tech equipment sometimes makes one paranoid, especially when driving in Qatar. ;-)

Thats right, the cables don't measure speed but rather count the cars passing the road, so nothing to worry about.
No it is not a hidden camera the rubber cable is for counting the flow of traffic on that road how many cars are passing that road and the speed. The traffic dept will decide to hve signal or widen the road or have flyover or to have a radar on that road, so dont be worried it is not a camera.
