Can somebody tell me what is the legitimate background If I have completed the contract duration as per the signed agreement with my current employer and I have an offer from another company in Qatar? Is it still not possible for me to grant the NOC from my employer? Does it depend on company policies or Is there any legal provision in Qatar Labor law to get it done?

I don't see it happening any soon because only thing the Shura (Parliament) is concerned is with rights of Qatari Sponsors.
In 2008, when Parliament had sent labor laws modifications to Emir for approval, they suggested to INCREASE the ban from 2 to 5 years as a measure to protect the rights of Sponsors. Thanks GOD that Emir refused the proposal and kept the ban to 2 years. Govt is not at all interested in reducing the ban as it does not serve them any benefit.

Yes, it will be a five years ban and you will need two NOCs.
