Whilst I agree with your sentiments, it's a dangerous road to travel down. It is very easy to conceive(note the rise in world population in the last 100yrs.
The solution would be compulsory contraception, mass or forced abortion...or mass or forced sterilization.
Every single sector of society(some religious, some not) would fight against some or all of these.
The only way to halt this is through greater economic independence and education(particularly for women - the more educated a woman the less children she has).
Statistics worldwide do show that in some 3rd world countries families of below-average earning bracket have more kids that the average and/or above-average families.
It is surprising to hear the reasons parents give why they have more than 5 children :)
Now in this modern world it's v. true....."Poor is always poor".....as well poor will become poorer due to rich people....who becom richer by hijacking the poor peoples assets...
Nomerci, Fully agree... it is not the child's fault that he was born within a poor family. Parents are generally resilient and they should have taken care of him with available resources and fiscal stability, then probably we could have seen a smiling face of the child in this thread. This is just one case, how many more innocent lives have devastated across the globe due to various reasons....

Either I CAN afford to bring a child into this world with all that may encompass , or I can't...as simple as that.IMHO But I AM responsible for the well being of this child, nobody else is.
For the children sake...these (poor) parents need to strive to take care of their kids. It's their responsibility to take care of them coz they brought these kids to the world.
For me, its a pathetic and POOR (pun intended) excuse not to do anything to alleviate their situation because they're poor.
The photo was taken to do that purpose: to awaken your emotions. But what emotions? Pity? Compassion? Then what?
Pitying or having compassion for them doesn't do them good, would it?

There are millions of kids suffering. Kids with special needs that have never been able to live a normal life. I believe that these kids deserve some happiness. They have been under depression and they have not been able to experience a normal life... =(

Would that concept involve responsibility for actions?
But then again in many countries female health care is not available and I believe that would make a huge difference.
Countries like Pakistan have money for the army but not for women's health care.
Countries like the Philippines ban contraception in some areas.
And then the general social pressure to have children.
So I would say family, government and society's expectations.
Poverty is no excuse for a person to give up.
