You will often see GMT and UTC used interchangeably, they are never more than one second different.

GMTGreenwich Mean Time

UTCUniversal Coordinated Time (It comes from the French)

UTC is used as THE REFERENCE time against which all timezones are related and never changes.

The timezone in Qatar is defined as UTC + 3 so 15:30 GMT would be 18:30 Local time (also known as AST). There is no summer time shift here because Qatar is near to the Equator (25 degrees North).

I've probably confused things even more now :p

Qatar time is GMT+3 so that would be 18:30 Qatar time. GMT does not change whether it is summer or winter in Europe. The local time in Europe may change in summer, but GMT is a fixed time. For example, the time difference between Qatar and the UK is 2 hours in summer and 3 hours in winter, but in summer that is known as BST (British Summer Time) and not GMT.

simply go to google and search for "GMT Time" and do it again for "Doha Time", you can see the exact relation anytime of the year.

Qatar doesn't change, but Europe changes. During the summer it is +2 hours with reference to GMT!

Qatar time is +3 GMT and it does not change in winter and summer like some European countries.

That would be 18:30 hrs since Qatar is located +3 from GMT.
