As shown from this link, it says that 3rd party insurance should cost around QR 400 from now on.

However someone offered me insurance for QR 620 and another for QR 650. Was I wise to refuse it? Is that the cost of insurance or is it really QR 400?

That depends on the Engine Size of your car. Its QR 400/- for a 4 Cylinder Car & QR 600/- for a V6 Car.

The person asked for 620/- or 650/-, means you car would be a V6 car...the additional amount would be his commission for doing all the fatigue for you.
