Annual Benefits Issue

I need your comments / suggestion especially from HR Personals.
One of my Friend, recruited in a private construction company. His package was include his 2 months annual leave after 2 years of service. After 1.6 years, he went for 2 months leave for some personal reasons after getting company approval. Which was totally bear by him, i.e. he purchased his own ticket & he went without salary and any other benefit.
Now he has completed here 2.4 years. Is he eligible now to apply for annual leave of 2 months & other benefits by HR Rules & Qatar Labor Law OR that have got useless. And in case, company refuse, he may be able to contact to labor department in this regard?

His company cheated him..when he went for 2 mos vacation after 1.6 years that should be considered as early leave and the company must shoulder his round trip ticket. Now he completed 2 years and 4 mos and planning to go for vacation as per contract, company may not approved. But he should reimburse the amount he paid for his early leave and ask for other benifits.
The way I read it, he wants 4 months off in .8 years. I kinda doubt that one.
So your friend basically wants 4 months leave in 2 years. I doubt that will be acceptable to ANY employer.
