does the company has the right not to give a salary certificate to his employee? the purpose is not for loan or whatever.... it's just a requirement of labor dept for visa renewal of his daugther.
It looks like there's some personal issue with your manager who is misbehaving. Make a format of the Salary Certificate in ARABIC & just take a print of it, tell him to take the same print on companies letterhead, sign, stamp & GIVE... that's it.
