What order do things need to be done for immigration to leave philipines?

Hi can anyone help me with some information bringing a filipina lady over to Doha.

We know she needs:
to get a medical done in manilla
Medical certificate from an accredited clinic of Qatar Embassy in Manila
Employment Contracts (with Embassy Seal here in Doha)
Sworn Statement from her employer

We have already got approval to sponsor her and we will be going to the Philippine Embassy in the next week or so to get the contract stamped but we dont know the order of what requirements are needed next? We are hearing conflicting advice from our PRO and dont trust that he knows fully what he should be doing.

Can anyone out there break it down stage by stage what needs to be done what documents need to be gathered by us, what needs to be DHL'd to manilla and when and what our filipina friend needs to be doing in manilla?

She really wants to be out by the start of May so any advice will be welcomed!
