Business visa restrictions?

Posted this in the questions section but didn't get answers.Hope somebody will help me out here.It's kinda urgent....that's why.

Is there any restriction on the nature of companies to issue a business visa?Or is every company entitled to issue a business visa?

it doesnt matter.

but it is still the prerogative of Immigration dept to issue the same to whom they please.

All companies can issue Business Visa.

This is to expand their business. Simble.

I have worked on business visas for 2 and a half years now in the gulf and I never heard that some companies are not allowed to.
