I had my Bachelor's degree attested in India from the following.
Higher Education
Foreign Affairs
Saudi Embassy
and then I got it attested from the Indian Consulate in Jeddah as well.

I am here on a Business Visit Visa and it wa provided by the company I work for presently here in Qatar. Now they want to change my visit visa to work visa. My question is do I again have to attest it here in Qatar, if so from where? If there is no need do I have to get the photocopy attested from anywhere here for the submission of work visa, as I was told that I have to get photocopy attested from Indian Embassy and then Foreign Affairs. Please help me out.

Yes, you would need to attest it from the Indian Embassy & then from the Foreign Office. The Jeddah Attestations were only for KSA...for Qatar, you would go for a new one.
