PCC- correction

I applied for PCC for my friend (living in Australia) who was living here before. I applied in CID dept in Aziziya with his docs and passport copies. Everything went well till I got the PCC in my hand. In PCC there was a mistake in the passport number (they mentioned old passport number in place of new)and I was asked to go to immigration department to correct it. Immigration dept is asking the original passport to do the correction. I tried to explain the person in Australia but was in vain.

Can any one guide me how we can come out of the situation? We are ready to pay for immigration service co/agent who can help us. Please advise.
